Report on accreditation of two higher education courses of study offered by South Metropolitan TAFE

A delegate of TEQSA has accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), the following higher education courses of study offered by South Metropolitan TAFE for a period of seven years until 29 June 2023:

• Associate Degree of Fashion Business
• Associate Degree of Aviation (Operations Management)

TEQSA has, under subsection 53(1) of the TEQSA Act, imposed the following condition on the accreditation of the above courses of study.

• That by 31 December 2016, South Metropolitan TAFE provides evidence that it has recruited a senior academic leader for the fashion discipline, with experience in higher education, scholarship and professional practice.
• That by 31 December 2016, South Metropolitan TAFE provides evidence that it has recruited a senior academic leader for the aviation discipline, with experience in higher education, scholarship and professional practice.

The course accreditation covers delivery at all Australian sites.

Main reasons for decision

TEQSA considers that the decision to apply a condition to South Metropolitan TAFE's application for accreditation of two courses of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as South Metropolitan TAFE is at risk of not complying with a number of the Threshold Standards. TEQSA considers that the risks of non-compliance with the Threshold Standards involve a number of matters that may affect South Metropolitan TAFE's capacity to manage and deliver its higher education awards.

• The broad issues which relate to the Associate Degree of Aviation (Operations Management) and Associate Degree of Fashion Business is the lack of a senior academic leader of the disciplines to:

  (i) provide input into course documentation to ensure that the course is delivered at the appropriate AQF level

  (ii) ensure that staff who teach the students in the course of study:

  a. have a sound understanding of current scholarship in the discipline that they teach

  b. engage students in intellectual inquiry

  (iii) ensure that course assessment tasks present the required level of intellectual engagement and critical reflection of material and issues pertinent to the field of study

  (iv) develop higher education teaching and learning approaches.

Report on accreditation of a higher education course of study offered by Academy of Information Technology

A delegate of TEQSA has accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), the following higher education course of study offered by Academy of Information Technology for a period of seven years until 11 March 2023:

• Diploma of Interactive Media

TEQSA has, under subsection 53(1) of the TEQSA Act, imposed one condition on the accreditation of the above course of study. Academy of Information Technology must:

Within two months of the date of notification of the decision, AIT is required to increase the recommended personal learning aspect in each unit within the Diploma to ensure compliance with the relevant AQF specification volume of learning requirements.

The course accreditation covers delivery at all Australian sites.

Main reasons for decision

TEQSA considers that the decision to apply a condition on AIT's courses is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as the AIT is at risk of not complying with PCAS 1.1.

TEQSA considers that the learning requirements for the course have been under-estimated and could mislead students. The subject outlines recommend 4 hours of face-to-face study and 4 hours of personal study each week which amounts to a total of 768 hours over one year. This figure falls short of the AQF volume of learning requirements for full-time study load for a course at AQF levels 5-7. TEQSA requires the provider to amend the personal learning recommendation in the subject outlines to accurately reflect the requirements of a course at AQF levels 5-7.

Report on accreditation of one higher education course of study offered by Navitas Professional Institute Pty Ltd

TEQSA has determined, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), to grant accreditation of the following higher education courses of study offered by Navitas Professional Institute Pty Ltd for a period of seven years until 5 September 2020:

• Master of Counselling and Psychotherapy

Background to Decision

Navitas Professional Institute Pty Ltd submitted an application for accreditation of one course of study under Part 4 of the TEQSA Act. Subsection 45(4) of the TEQSA Act requires a registered higher education provider who is not authorised to self-accredit the course of study to apply to TEQSA for accreditation. Subsection 49(6) enables TEQSA to grant accreditation of a course of study for a period not exceeding seven years.

Main Reasons for the Decision

TEQSA has determined that the one higher education courses of study submitted by Navitas Professional Institute Pty Ltd for accreditation complies with the Provider Course Accreditation Standards. The course accreditation covers delivery at all Australian sites.

Renewal of course accreditation

TEQSA has determined, under Section 56 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), to renew accreditation of the following higher education course of study offered by Navitas Professional Institute Pty Ltd for a period of seven years until 13 November 2020:

• Graduate Diploma of Counselling

Background to Decision

Navitas Professional Institute Pty Ltd submitted an application for renewal of accreditation of one course of study under Part 4 of the TEQSA Act. Subsection 45(4) of the TEQSA Act requires a registered higher education provider who is not authorised to self-accredit the course of study to apply to TEQSA for accreditation. Subsection 56(4) enables TEQSA to renew accreditation of a course of study for a period not exceeding seven years.

Main Reasons for the Decision

TEQSA has determined that the one higher education course of study submitted by Navitas Professional Institute Pty Ltd for accreditation complies with the Provider Course Accreditation Standards. The course accreditation covers delivery at all Australian sites.
