Extension of course accreditation

Report on accreditation of one higher education course of study offered by National Institute of Organisation Dynamics Australia Ltd

On 13 October 2023, a delegate of TEQSA:

• extended, under section 57A of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the accreditation of the following courses offered by National Institute of Organisation Dynamics Australia Ltd, for a period of two years until 17 March 2027:
  • Master of Leadership and Management (Organisation Dynamics).
• imposed, under section 53 of the TEQSA Act, one condition on the accreditation of the Master of Leadership and Management (Organisation Dynamics)./li>

Condition 1. Quality Assurance

By 3 March 2026, NIODA must provide, to the satisfaction of TEQSA, the following:

1. A copy of the independent and external review obtained by NIODA as required by NIODA's academic and review procedures and in compliance with Standard 6.1.3 paragraph d.
2. Evidence to demonstrate that NIODA's Academic Governing Board (AGB) and Governing Board (GB) have considered the recommendations of the independent external review, have an action plan with respect to adopted recommendations, have commenced steps from the action plan, and have a timetable for review of the effectiveness of steps from the action plan.

Main reasons for the decision

TEQSA made these decisions in light of risks that the course submitted for renewal of accreditation by National Institute of Organisation Dynamics Australia Ltd may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:

1. Standards 5.1.2 and 5.1.3 of Part A in relation to the requirement for course approval processes to be overseen by peak institutional academic governance processes and courses are re-accredited only when the decision to approve is informed by overarching academic scrutiny of the course of study.
2. Standards 5.3.1, 5.3.2, 5.3.3, and 5.3.4 of Part A in relation to the requirement for monitoring, review and improvement to include periodic comprehensive reviews which are informed and supported by internal analysis of student data, external referencing, and benchmarking against comparable courses of study.

Application to withdraw conditions

In accordance with section 53 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the accreditation of a higher education course of study, either on its own initiative, or upon application by the provider for variation or revocation.

Report on accreditation of one higher education course of study offered by Technical and Further Education Commission

On 8 November 2023 a delegate of TEQSA accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following course offered by the Technical and Further Education Commission, for a period of seven years until 8 November 2030:

• Diploma of Adult Education.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the course submitted by Technical and Further Education Commission for accreditation meets the applicable Standards of the Higher Education Standards Framework (Threshold Standards) 2021.

Extension of accreditation period

Report on extension of accreditation of two higher education courses of study offered by TAFE Queensland

On 10 November 2023, a delegate of TEQSA extended, under section 57A of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act):

The period of accreditation of the following 2 courses offered by TAFE Queensland from 21 August 2024 to 31 December 2026:

• Bachelor of Dental Prosthetics
• Associate Degree in Civil Engineering.

TEQSA made this decision consistent with the principles set out in TEQSA's policy on extensions to the period of provider registration or course accreditation, including an assessment of risks associated with the extension.

On 9 November 2023, TEQSA renewed, under section 10E of the Education Services for Overseas Students Act 2000 (ESOS Act), the CRICOS registration of Sydney Institute of Health Sciences Pty. Limited (SIHS) for a period of seven years until 9 November 2030.

TEQSA made this decision on the basis that it was satisfied that Institute of Sydney Health Sciences Pty. Limited (SIHS) continues to meet the requirements of the ESOS Act and the National Code of Practice for Providers of Education and Training 2018 (National Code).

Registration

Report on registration of Iona Trinity College of Higher Education Pty Ltd

On 25 October 2023, TEQSA:

• granted, under section 21 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the application by Iona Trinity College of Higher Education Pty Ltd for registration in the category of Institute of Higher Education, for a period of five years until 25 October 2028.
• imposed, under section 32 of the TEQSA Act, one condition on the registration of Iona Trinity College of Higher Education Pty Ltd.

Condition 1: Corporate Monitoring and Accountability

1. During the initial 5-year registration period after commencing the delivery of the accredited courses, within 60 days of 30 June each year ITC must provide (for the preceding 12-month period):
   
   1. actual versus budget reports for the income statement, balance sheet and cash flow statement.
   2. the actual EFTSL figures for the 12-month period compared to those projected in the sensitised forecast.
2. If the net operating cash flows or actual EFTSL enrolments are less than the projections (contained within the sensitised forecast) by a margin of 10 per cent or greater, a report to TEQSA is required. That report must be based on ITC's Board-approved management accounts and otherwise include a business plan, revised financial projections and all actions along with timeframes planned for correcting any shortfall in student numbers or net operating cashflows.
3. During the initial 5-year registration period, within 60 days of 30 June each year, ITC must provide evidence that ITC's governing body is assured that financial support from Iona Columba College (ICC) is adequate to support ITC's financial viability.

• accredited, under section 49 of the TEQSA Act, the following higher education courses of study offered by Iona Trinity College of Higher Education Pty Ltd, for a period of five years until 25 October 2028:
  • Advanced Diploma of Counselling
  • Advanced Diploma of Counselling (Korean)
  • Bachelor of Theology
  • Bachelor of Theology (Korean)

Main reasons for the decision

TEQSA made these decisions in light of risks that Iona Trinity College of Higher Education Pty Ltd may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:

1. Part A, Section 6.2 Corporate Monitoring and Accountability in relation to Standard 6.2.1, paragraph c. The condition will provide TEQSA with sufficient oversight should ITC's financial viability decline and advanced notification if ITC's student projections fall below projected student numbers forecast.

Application to withdraw conditions

In accordance with section 32 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the registration of a higher education provider, either on its own initiative, or upon application by the provider for variation or revocation.
