Report on accreditation of three higher education courses of study offered by Eastern College Australia Limited (formerly Eastern College Australia Incorporated)

On 30 June 2023, a delegate of TEQSA accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following courses offered by Eastern College Australia Limited (formerly Eastern College Australia Incorporated), for a period of seven years until 30 June 2030:

• Master of Youth Mental Health and Wellbeing
• Graduate Diploma in Youth Mental Health and Wellbeing
• Graduate Certificate in Youth Mental Health and Wellbeing.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the courses submitted by Eastern College Australia Limited (formerly Eastern College Australia Incorporated) for accreditation meet the applicable Standards of the Higher Education Standards Framework (Threshold Standards) 2021.

Report on extension of accreditation of one higher education course of study offered by Tabor College Incorporated

On 30 June 2023, a delegate of TEQSA extended, under section 57A of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the accreditation of the following course offered by Tabor College Incorporated:

• Undergraduate Certificate in Ministry from 31 December 2023 to 30 June 2025.

Main reasons for the decision

TEQSA made this decision consistent with the principles set out in TEQSA's policy on extensions to the period of provider registration or course accreditation, including an assessment of risks associated with the extension.

Report on accreditation of one higher education course of study offered by Perth Bible College Inc

On 27 June 2023, a delegate of TEQSA accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following course offered by Perth Bible College Inc for a period of seven years until 27 June 2030:

• Associate Degree of Ministry

TEQSA made this decision on the basis that it was satisfied that the course submitted by Perth Bible College Inc for accreditation meets the applicable Standards of the Higher Education Standards Framework (Threshold Standards) 2021.

Renewal of course accreditation

Report on renewal of accreditation of two higher education courses of study offered by Perth Bible College Inc

On 27 June 2023, a delegate of TEQSA:

• renewed, under section 56 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the accreditation of the following courses offered by Perth Bible College Inc for a period of seven years until 27 June 2030:
  • Bachelor of Ministry
  • Diploma of Ministry
• imposed, under section 53 of the TEQSA Act, two conditions on the accreditation of the Bachelor of Ministry and Diploma of Ministry:

Condition 1: Academic processes - policy review

By 30 September 2023, Perth Bible College must provide to TEQSA:

1. a report reviewing PBC's academic policy and processes for comprehensive review of its courses of study for renewal of accreditation, including external referencing and benchmarking,
2. a copy of the Academic Council meeting minutes reporting consideration of the review of Perth Bible College's academic policy and processes against the requirements of the applicable standards for course review and improvement.

Condition 2: Course review and approval

By 30 November 2023 provide to TEQSA:

1. a course review report which has implemented PBC's revised policy and includes external referencing of the Diploma of Ministry and Bachelor of Ministry against comparable courses offered by other providers. The course review report must include analysis of recent student performance and outcomes data.
2. a report on Perth Bible College's review of the design and delivery of the ministry practicum which includes external referencing and benchmarking.
3. A copy of the Academic Council meeting minutes reporting consideration of the reports including actions in response to any recommendations for improvements to course quality.

Main reasons for the decision

TEQSA made these decisions in light of risks that the courses submitted for renewal of accreditation by Perth Bible College Inc may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:

Standards 5.1.2 and 5.1.3 of Part A, in relation to academic governance processes.

5. Standard 5.3.1 in relation to implementation of academic processes for external referencing and benchmarking activities.
6. Standard 5.3.4 in relation to review and improvement activities which include analyses of student outcomes and benchmarking with comparable courses.
7. Standard 5.4.1 in relation to quality assurance of work-integrated learning in any practicum units of study.

Application to withdraw conditions

In accordance with section 53 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the accreditation of a higher education course of study, either on its own initiative, or upon application by the provider for variation or revocation.

Remove ESOS registration condition

Report on removal of condition imposed on the CRICOS registration of Edvantage Institute Australia Pty Ltd (formerly Global Higher Education Australia Pty Ltd)

On 22 June 2023, TEQSA removed, under section 10B of the Education Services for Overseas Students Act 2000 (ESOS Act), a Condition imposed on the CRICOS registration of Edvantage Institute Australia Pty Ltd (formerly Global Higher Education Australia Pty Ltd).

Main reasons for the decision

On 25 September 2020, TEQSA imposed, under section 10B, a condition to limit the maximum number of overseas higher education students at the registered location for Edvantage Institute Australia. TEQSA has made the decision to remove this condition on the basis that it is satisfied that the condition has been met and is no longer necessary.

Provider Category Change

Report on provider category change for Sydney College of Divinity

On 1 June 2023, TEQSA made a decision, under section 38 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), to change the provider category of Sydney College of Divinity from Higher Education Provider to University College.

Main reasons for the decision

This decision was made on the basis that TEQSA is satisfied that Sydney College of Divinity meets the applicable category standards.

The decision to change provider category is a reviewable decision under section 183 of the TEQSA Act.
