    The emergence of generative artificial intelligence (AI), while creating new possibilities for learning and teaching, has exacerbated existing assessment challenges within higher education. However, there is considerable expertise, based on evidence, theory and practice, about how to design assessment for a digital world, which includes artificial intelligence. AI is not new, after all, even if the current iterations of generative AI are. This document, constructed through expert collaboration, draws on this body of knowledge and outlines directions for the future of assessment. It seeks to provide guidance for the sector on ways assessment practices can take advantage of the opportunities, and manage the risks, of AI, specifically generative AI.

  • Assessment reform for the age of artificial intelligence – feedback invited

    In consultation with leading Australian experts, TEQSA has supported the development and launch of proposed guiding principles and propositions (Assessment Reform Guiding Principles) for assessment reform in the age of artificial intelligence.

    The discussion paper, Assessment reform for the age of artificial intelligence, seeks to support staff and institutions to reflect on the integrity of their assessment regimes and opportunities for incorporating generative artificial intelligence (genAI) into their educational programs. It was launched at a one-hour webinar on 28 September.

    GenAI’s arrival and rapid enhancement presents challenges to the integrity of many traditional assessment tasks. To support the sector in meeting this challenge, the Assessment Reform Guiding Principles capture the essence of considerations required to reform assessment to manage both risks and opportunities. The Assessment Reform Guiding Principles draw on the combined guidance of experts in artificial intelligence, assessment design and academic integrity in higher education in Australia.

    TEQSA is now inviting feedback on the discussion paper, including the guiding principles and propositions.

    The consultation closes at 5pm (AEDT) on Friday 20 October.

    In late November, following the consultation, the final Assessment Reform Guiding Principles will be launched as part of the annual TEQSA Conference.

  • Sector alert: Recruitment, admission, and support of overseas students

    TEQSA reminds higher education providers of the importance of robust processes and mechanisms for identifying, analysing, and responding to risks regarding the recruitment, admission, and support of overseas students.

    Background

    Recently, TEQSA has observed significant risks in the recruitment of overseas students which we are currently investigating. This has highlighted the importance of providers having robust recruitment and admissions processes that are supported by effective oversight and self-assurance measures.

    When recruiting overseas students, under the National Code of Practice for Providers of Education and Training to Overseas Students 2018 (National Code) and the Higher Education Standards Framework (Threshold Standards) 2021 (HES Framework), registered providers have obligations. These obligations are outlined in the table below.

    Maintain updated enrolment information in the Provider Registration and International Student Management System (PRISMS) database Standard 9 of the National Code

     

    TEQSA has observed an increase in potential indicators of risk with respect to these obligations.

    These include:

    • high numbers of overseas students, after arriving onshore, transferring to other higher education providers or Registered Training Organisations (RTO), which may indicate students are being recruited:
      • without being provided sufficient information about their chosen provider, course, or life and study in Australia
      • without appropriate qualifications or academic preparedness for their course of study
      • who are not bona-fide or will not comply with the terms of their visa.
    • an increase in non-commencements, incompletion rates, and visas not being granted
    • reports of unethical behaviour by some education agents in recruiting overseas students, both onshore and offshore
    • inadequacies in policies and processes for identifying, notifying, and assisting overseas students at risk of not meeting course progress requirements
    • improper management of enrolment data, including inaccurate or delayed reporting
    • substantial and/or rapid growth, including recruitment in new markets.

    Each of these suggest that overseas student recruitment and admission practices across the sector are not adequately robust, and risks are not being effectively monitored and managed.

    Identifying, analysing, and responding to risks

    Providers need to be able to demonstrate, through robust governance oversight. that risks related to recruitment, admission and support of overseas students are identified, analysed, and mitigated effectively.

    To effectively identify these risks, TEQSA expects providers to monitor and measure the performance of overseas student cohorts. This should consider the risk profile associated with each education agent, and the performance of overseas student cohorts. This may include their country of origin, their chosen course, and the qualifications accepted for entry into that course (including English language testing and credit for prior learning).

    The monitoring and management of recruitment risks should complement and draw from existing processes for interim monitoring, comprehensive reviews, external referencing, and student feedback.

    Measures of performance should consider student outcomes in the first six (6) months and thereafter. TEQSA expects providers to identify students that may not have been appropriately prepared for the course, considering rates of non-commencements, incompletion, unsatisfactory course progress, and issues with English language proficiency after commencing study.

    Where the provider identifies potential indicators of risk, it should seek to understand their causes. TEQSA expects providers to assess whether, and ensure overseas students are:

    • sufficiently informed about their chosen provider, course of study, life, and cost of living in Australia.
    • appropriately qualified for the course of study they are enrolled in, including English Language proficiency, prior learning, and work experience
    • provided with the support needed to help them transition to living and studying in Australia
    • are bona-fide students with a genuine intent to study in Australia and comply with all visa requirements
    • recruited ethically, responsibly, and in the best interests of the student, whether recruited directly or by an education agent.

    Effective management of these risks may include, but is not limited to, a provider:

    • undertaking pro-active identification of concerning behaviour by education agents followed by prompt corrective action
    • consistently improving or enhancing the quality and accessibility of information provided to overseas students, both through education agents and directly by the provider
    • informed by active monitoring and student feedback, improving and better tailoring onshore support for overseas students to meet their needs
    • informed by academic monitoring, making amendments to course entry requirements to ensure recruited students are adequately prepared for their course of study.

  • Overseas student recruitment, admissions and support

    TEQSA's Chief Commissioner, Professor Peter Coaldrake, has written to all registered higher education providers outlining significant risks to compliance in the areas of recruitment, admission and support of overseas students. 

    Professor Coaldrake noted that these risks include students transferring from their provider shortly after arrival in Australia, unethical recruitment behaviours by some education agents and inadequate information to overseas students in recruitment. 

    Presently, TEQSA is investigating risks to compliance with several providers.

    In the letter, TEQSA noted that providers registered on CRICOS to deliver education to overseas students have obligations to protect and enhance Australia’s reputation for quality education. 

    All registered higher education providers are encouraged to review the letter, along with TEQSA's sector updates on this issue.

    About the position

    The IT Service Manager will be responsible, under limited direction, for managing and supporting TEQSA’s ICT systems, business solutions, and processes. They will be accountable for leading the IT Service Management function and assisting in the implementation of new ICT initiatives. They will use their in-depth knowledge of Microsoft cloud, server, application products, and ITIL framework to proactively ensure efficient and effective management of IT services and systems.

    The IT Service Manager will be responsible for delivering relevant ICT services and providing sound stakeholder management and change management support to all relevant internal and external stakeholders on a variety of ICT matters. They will exercise both initiative and sound judgement to resolve complex and/or sensitive matters, brief team members on critical risks and provide solutions and recommendations on the appropriate course of action.

    Working collaboratively and cooperatively in a small team, they will proactively support the TEQSA user community to identify, assign, communicate, and remediate IT issues and inefficiencies. They will provide excellent customer service, be innovative, flexible, and able to adapt to meet immediate and future challenges, working in a dynamic environment.  

    Duties

    As the IT Service Manager, you will be responsible and accountable to:

    1. Ensure TEQSA's ICT systems operate smoothly and efficiently through proactive technical administration using appropriate ITSM, change and risk management principles.
    2. Work closely and collaboratively with the IT Service Support Analyst to promptly resolve incidents, requests, and technical problems, delegating and directing service tasks using the Service Now ITSM platform as appropriate. 
    3. Coordinate and manage the successful implementation of ICT initiatives and system enhancements within agreed timelines and budgets and provide expert and trusted advice on key projects.
    4. Deliver superior, customer-focused support for systems, business applications, and infrastructure to internal and external stakeholders and address concerns or complaints in a timely and professional manner.
    5. Enhance IT support processes and documentation from process improvement perspective, provide guidance and mentoring to team members and build their technical capability.
    6. Collaborate with suppliers, service providers, and government agencies to ensure products and services meet TEQSA's service level standards.
    7. Coordinate with key vendors to provide necessary services, renew contracts, and manage IT communication, software, and hardware licensing arrangements.
    8. Ensure meticulous management of hardware and software assets and conduct regular reviews to address any gaps in TEQSA's systems and user accounts.
    9. Manage new system releases and deployments, provide infrastructure support, and conduct security patch management within service level agreements.
    10. Maintain the IT Service Centre SharePoint support site to keep end users informed and provide easy access to relevant self-service content.
    11. Develop and/or co-ordinate agency-wide communications relating to planned and unplanned system maintenance, outages, or feature updates.
    12. Perform other duties as required.

    Our ideal candidate will have: 

    • Demonstrated experience working in a front-line IT support role, dealing directly with end users and a range of stakeholders, performing root cause analysis, and providing user support and training as necessary.
    • Strong background in cloud and server administration and maintenance experience within the Microsoft stack of corporate products.
    • Demonstrated ability to appropriately consider and manage activities relating to project management, policy, and change management, and provide support and expertise across the system implementation lifecycle.
    • Strong interpersonal and leadership skills, including the ability to build and sustain influential and productive relationships with a variety of stakeholders across the agency.
    • Proven problem solving and critical thinking skills, and the ability to coordinate with internal and external stakeholders to identify and resolve issues and deliver expected and high-quality outcomes.

    Qualifications and experience:

    • A relevant qualification(s) or/and significant relevant work experience.
    • Strong technical proficiency and understanding of ITSM principles, and experience managing ICT, applications, and providing end-user support.
    • Knowledge of and experience across Azure Cloud Services, Office 365 products, VMWare, Microsoft (AD, Exchange, SQL etc), Cloud Solutions, CRM.
    • ITIL understanding and/or certification (desirable).

    • A merit pool of suitable applicants will be created from this process and may be used to fill similar ongoing and non-ongoing vacancies within TEQSA. It is active for 18 months from the date of this advertisement.

    TEQSA has commenced a review of our service charter. 

    The first stage of this review is a survey that is open to all stakeholders, which is open until 5:00pm (AEST) on Monday 25 September 2023. 

    Feedback from this survey will be used to inform the development of a revised service charter that will be shared for further consultation at a later date.
