Report on renewal of registration of Australian Institute of Business Intelligence Pty Ltd
On 19 February 2025, TEQSA:
- renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Australian Institute of Business Intelligence Pty Ltd as an Institute of Higher Education for 7 years until 19 February 2032.
- imposed, under section 32 of the TEQSA Act, the following conditions on the registration of Australian Institute of Business Intelligence Pty Ltd (AIBI):
Condition 1: Financial viability and sustainability
By 31 May 2025, AIBI must provide the following documents to TEQSA to demonstrate AIBI's financial standing has been sufficiently monitored by the Board of Directors:
- AIBI's EFTSL and financial projections for the remainder of the 2025 financial year and subsequent 4 financial years
- evidence showing:
- the financial capacity and sufficiency of back up resources of the ultimate beneficial owners to meet the terms of the Letter of Comfort and Support
- the Board of Directors of AIBI have assured themselves of the financial capacity of the ultimate beneficial owners to meet the terms of the Letter of Comfort and Support
- if the Board of Directors are not assured of the financial capacity of the ultimate beneficial owners, what contingencies it is putting in place to address the risks arising from this issue
Condition 2: Staffing
- By 30 June 2025, AIBI must engage a suitably qualified independent reviewer to undertake a comprehensive review of the AIBI's oversight and management of staffing as required by Section 3.2 of the Higher Education Standards Framework (Threshold Standards) 2021.
- The reviewer and the scope of the review must be approved by TEQSA. The review, in addressing the above, must consider, but is not limited to, the concerns outlined in the assessment report relating to:
- senior academic leaders, staff to student ratio, casualisation, and whether AIBI's staffing levels are sufficient to support AIBI's expansion and enrolment growth
- the effectiveness of AIBI's oversight and management of risks with specific regard to AIBI's staffing practices and the impact on student needs, academic outcomes and the quality of student experience.
- By 31 December 2025, AIBI must provide TEQSA with:
- a copy of the completed review report
- evidence that AIBI's governing body has considered the review, including any action plans to address or implement recommendations from the review
- evidence of progress towards implementing any agreed actions arising from the review
The conditions will cease to be in effect upon completion of all the above actions.
Main reasons for the decision
TEQSA made these decisions in light of risks that Australian Institute of Business Intelligence Pty Ltd (AIBI) may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:
- Financial viability and sustainability: TEQSA is concerned that realistic performance targets have not been established and AIBI does not have the capacity to apply sufficient financial resources (Standards 6.2.1 b and c).
- Staffing: TEQSA is not satisfied that AIBI has effectively managed risks related to, and including, the adequacy of its staffing complement for meeting the educational needs of students (Standard 3.2.1).
Application to withdraw conditions
In accordance with section 32 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the registration of a higher education provider, either on its own initiative, or upon application by the provider for variation or revocation.
