Report on registration of Monaro Education Pty Limited

TEQSA has agreed to orders made by the Administrative Appeals Tribunal (AAT) on 5 August 2024 which:

  • grant, under section 21 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the application by Monaro Education Pty Limited for registration in the category of Institute of Higher Education for a period of five years until 31 July 2029.
  • accredit, under section 49 of the TEQSA Act, the following courses for a period of five years until 31 July 2029:
    • Bachelor of Business
    • Master of Professional Accounting (Advanced)

Background

On 15 November 2023, TEQSA rejected applications from Monaro Education Pty Limited trading as Monaro Higher Education (MHE) for registration in the category of Institute of Higher Education and accreditation of the Bachelor of Business and Master of Professional Accounting (Advanced) courses.

TEQSA rejected the registration application because it was not satisfied that MHE met the Higher Education Standards Framework (Threshold Standards) 2021 (HES Framework) in relation to:

  • Domain 1 Student Participation and Attainment: Standards 1.3.4, 1.5.4
  • Domain 5 Institutional Quality Assurance: Standard 5.2.1
  • Domain 6 Governance and Accountability: Standard 6.2.1
  • Domain 7 Representation, Information and Information Management: Standard 7.2.2.

The decision to reject the accreditation application from MHE was made on the basis that TEQSA cannot accredit a course unless the applicant is a registered higher education provider.

MHE made an application to the AAT for review of TEQSA's decisions. In the course of the proceedings, MHE provided further information and evidence about the matters raised in TEQSA's decision.

Main reasons for the decision

TEQSA assessed the revised evidence provided by MHE as part of the AAT proceedings and considers that MHE now meets the applicable Standards of the HES Framework. TEQSA and MHE therefore jointly requested that the AAT make orders registering MHE and accrediting the courses.
